The All-Russian Congress New Mechanisms of Protection of the Rights of Citizens – Participants of Shared Basis Construction Program

On August 26, 2013 at 10:00 the Ministry of Regional Development of the Russian Federation together with the Moscow region Government and the State Duma carries out the All-Russian congress "New Mechanisms of Protection of the Rights of Citizens– Participants of Shared Basis Construction Program".

Congress venue: Moscow region, Odintsovo area, Nemchinovka village, 36, 2nd Zaprudnaya str., Nemchinovka Park.

The Congress became the first federal scale event held within process of change of regulation system in the market of housing construction on shared basis in Russia. Plenary session was opened by the Minister of Regional Development of the Russian Federation I.N. Slyunyaev. Reports were made by the acting Moscow region Governor A.Yu. Vorobyov and the head of the Working Group of United Russia party on protection of the shareholders and investors rights, the State Duma Member A.E. Khinstein.

Heads of federal executive authorities, heads of subjects of the Russian Federation, representatives of construction and insurance companies, self-regulating organizations, banks, and also citizens participating at construction on share bases took part in congress.

Within Congress frames were organized panel discussions "Obligatory insurance of responsibility of property developers, raising funds from citizens", "Assistance to shareholders in case of bankruptcy of the property developer", "Regions experience in solution of problems of affected citizens participating in construction on shared basis". In final part of the Congress the Constituent Assembly of Society of Mutual Insurance of Property Developers Liability took place.
